"Every ballot ... a vote for murder!"
Young Rita Adams is orphaned after her criminal father is killed by fellow gang members. She ends up in an orphanage, where she befriends Bob Elliot and Mickey Roma. When Rita is an adult, she is involved in a fatal accident involving her rich and alcoholic fiancé. She is blamed for this and ends up in jail. When Rita is released from prison, it turns out she has become a hardened criminal. An armed robbery raises her reputation in the criminal world and through blackmail Rita improves her position of power in a local criminal organization. Police officer Jim Kelly goes incognito and tries to arrest her with the help of Rita's childhood sweetheart Bob Elliot.
