I Cover the Underworld plot

John O'Hara, who is training as a priest, tries to help the police round up a gang of criminals. John impersonates his twin brother and mobster Gunner O'Hara, who is in prison. John is eventually included in his brother's gang and he manages to improve the efficiency of this gang by proposing cooperation with other criminal gangs. He then forces these gangs to keep careful records of their criminal activities. Trouble for John and the police ensues when Gunner O'Hara escapes from prison.
