If a Georgian writer wants to have his novel "Blue Mountains" published, a lot of officials have to give their permission first. But before all of them have a copy and read it, 4 seasons have passed. One never opens his door, another is always sick, another is too busy and there are also those who are always playing chess. When the writer has almost won his last initials, the Georgian bureaucracy is literally on the verge of collapse.
