In an underprivileged neighborhood, residents are tired of politicians who never do anything to improve their well-being. An intelligent barber offers advice to the less fortunate in defending in court and is popular with the poor. He competes for a place in politics and becomes a member of parliament, but that does not go down well with everyone.
