Saraba Itoshi no Daitôryô plot

Sekai no Nabeatsu is elected governor of Osaka Prefecture. Immediately afterwards, he declares Osaka an independent state and crowns himself president of this newfound country. The Osaka police get tips about a possible attack on President Nabeatsu and put detectives Hayakawa and Banba on the trail of the criminal gang that is said to be behind it. Will they be able to protect the president? And what future does Osaka have as an independent state?
