In western Beijing, a rabid dog troubles a group of police officers. That leads to an order to cull all dogs in the neighborhood in fear of a rabies outbreak. Between the acts, the necessary small criminals are also arrested, but for a pack of cigarettes everyone appears to be persuaded to turn a blind eye. However, the fanatical officer Guoli always works hard to avoid his angry, grumpy wife.
