Norman is the lowest employee of the Foreign Office archive. But because his colleagues are absent, he has to do the honors. There must be a delegation to Geneva because of an uninhabited island that many countries want because of its strategic location. Norman has to accompany the delegation as an archive employee. Due to Norman, a member of the delegation can no longer do his job and Norman is asked to take his place. He inadvertently causes the vote on the island to be postponed and is designated as a confidant by the queen of the country to which the island belongs.
