Chen Jun is the leader of the Shao He triad. He plans to retire and chooses Wang Li Hua, a young but hard woman, as his successor. Li Hua believes that changes should be made in the money lending system. Although she puts the triad above all else, she strongly opposes the use of force in debt collection. With some confidants, she embarks on some hilarious new tactics to force the borrowers to repay borrowed money. Conservative forces within the triad and within rival triads are trying to bombard Li Hua's restructuring plan. In the 'normal' world, Mr. Fang a good natured dance teacher and a bit of a wimp. By coincidence, he keeps running into Li Hua. Li Hua's mother keeps urging her to get married and Li Hua decides to marry Mr. to force Fang to marry her. mr. Fang agrees, partly in the hope of getting rid of his image as a sissy. He is not happy with her 'work', but supports her in her efforts to minimize the use of violence. He offers his help in devising new strategies.
