In one of the smaller cities of the Russian Empire, the administrators are waiting for the arrival of the Inspector General. Suddenly a young man is seen who bears suspicious resemblance to the Inspector General. He is at the local hotel. It won't be long before the mayor is notified. But is this the right person?
