Stella Johnson is a single mother who has moved to the small town of Harper Valley. Most residents of the village, especially the school board, find her behavior and clothing not neat enough. That is why they try to make it so difficult for her daughter at school that Stella Johnson quickly leaves the village. But Stella is not so easily walked over and comes up with all kinds of creative ways to be a burden to the school board.
