During World War II, eccentric Elizabeth "Smokey" Allard is the secretary of Detroit automotive expert Ed Browne in Washington DC. Browne has been appointed to increase the production of fighter jets for the government. However, he is unfamiliar with how to lobby the local politicians in Washington, but the initiate Smokey wants to help him in her own way.
