Going Under plot

The most expensive submarine ever is not ready yet, but the president wants it to sail in a week. They have to cut back a lot on quality and they put together the worst crew that can be found. At the head is a man with various phobias, including fear of water and fear of water. It is used by an industrial magnate who wants to start a war for his own gain.
