The unemployed instrument maker Erwin Strunz (Wolfgang Stumph) is on his way to Mecklenburg-Vorpommern with his wife Erika (Thalbach) for a holiday on the Baltic Sea beach. In the capital Schwerin, Erwin decides to have his hair cut. When he leaves the barbershop, everyone recognizes him as Prime Minister Uwe Achimsen (again Stumph) who has returned from vacation. Before Erwin gets a chance to explain the misunderstanding, he finds himself in the luxurious office of the prime minister. Finally a job that gets used quickly and Erwin enjoys it, thanks to the phenomenal knowledge of the completely overworked secretary Gundula Sieveking (Kaufmann).
