Convict 99 plot

An incompetent schoolteacher, Benjamin Twist, is confused by excessive drinking and the hard prison director of an institution for particularly serious criminals. He is put in charge of the prison and makes drastic changes there, but sometimes turns a blind eye to the shady dealings of the criminals.
