Colonel Rambaldo Buttiglione is a clumsy man who is appointed as the new head of the Secret Service. This is, of course, under protest and much to the chagrin of the officers, who can do without the bumbling colonel like a toothache, and who, in the meantime, see their laboriously designed counter-espionage operation go up in smoke.
