And the Winner Is... plot

A film crew visits the quaint town of Centerville to shoot a film about the politics of a small community. Unexpectedly, however, an astonishing change in the town's history takes place. The mayor announces that he is not running for election and instead, the next mayor will be chosen through a beauty pageant-style event. Suddenly, Centerville is buzzing with enthusiasm and the citizens are embracing the idea. Aspiring mayors apply and political campaigns are launched in anticipation of the election.
