Cops Is Always Right plot

Popeye is on his way to Olive when he comes across a traffic island where a police officer is directing traffic. When he gets there, he gets more tickets for honking and illegal parking. The officer rings the doorbell and Popeye manages to destroy Olive's apartment by dropping what he is doing every time he writes a ticket.
