"A bold man lives a double life... by day, a country parson... by night, a phantom smuggler!"
A small community on the coast of England barely manages to survive in the eighteenth century, despite King George's heavy taxes. The community survives mainly due to a smuggler's organization, led by a masked man nicknamed 'The Scarecrow'. The gang's success is also brought to the attention of King George and he sends General Pugh to arrest the gang's leaders.
