Wrong Connection plot

The Malagasy government discovers an unlikely revolutionary weapon made from artisanal rum and water from Lake Anosy (the country's most polluted lake) and decides to sell it to the highest bidder to improve the country's economy. By an unfortunate coincidence, North Korea wins the auction and the entire geopolitical balance of the world is upset.
