Tangsan is a doctor living in the poverty-stricken area of Shanghai. All the poor people come to him for help because of his kindness. But soon the Ax Gang comes into view and they plan to destroy the city so they can build their own casino. Tangsan gets involved and starts an ongoing battle with the gang. One day he meets the gang leader's sister and they begin to develop feelings for each other that complicate matters even more.
