"A City Held In The Grip Of Fear. One Man Fearless Enough To Stop It."

Terrorist Stein Kruger is behind bars. His accomplices raid a chemical factory and take all those present hostage. They demand that Stein be released within the hour. If not, there will be deaths. Factory director Bob McNeil just manages to sound the alarm.
