Jack Harris was once an excellent air traffic controller at Chicago's busy airport. After a crash - which he could not help himself - he gave up. Several major airports are closed during a thunderstorm. The planes are diverted to smaller airfields. Ambitious Susan Stratton, head of a smaller airport near Chicago, takes on the challenge of grounding 50 more planes. The head of the air traffic controllers is therefore short of staff and begs Jack to come and help him.
