"You won't see it coming"

In the 1940s, a group of nasty criminals drive their car, including their loot, into a river. They hire a team of professional divers to get the car out. However, the river is home to a large bull shark that is just as dangerous as the criminals.

Somewhere in 1940s Australia, a gang of gangsters orders divers to recover the valuable cargo from a sunken car in a river. The recovery is complicated by the murky water, which significantly obscures the divers' visibility, and by the presence of a voracious bull shark. These factors create a pleasantly oppressive atmosphere that visually leaves nothing to the imagination. The somewhat dark music underscores the oppressive atmosphere.

The cars, clothing, and diving gear do indeed suggest the story takes place sometime in the 1940s. Quite an achievement, considering the budget didn't allow for much frills. This is probably why the film allows for little variation in locations. Almost the entire film takes place in the same place. However, director Matthew Holmes miraculously succeeds in keeping the same location from looking the same. The underwater footage is impressive. The minimal visibility is well-rendered. The fact that the underwater footage is bathed in sepia tones, making visibility seem even more limited, stimulates the viewer's imagination. At any moment, something could appear from the darkness. Holmes, with considerable inventiveness, paints a truly thrilling scene.

The shark is presented both digitally and handcrafted. The digital effects are okay. I didn't find the practical effects particularly successful. Incidentally, there's not much shocking action involved. A bitten-off arm and a severed leg are enough. Seasoned horror viewers won't sit up straighter. Nor will they when you consider the characters. They're simply designed. Good or bad. Likeable or unlikeable. A rather pathetic showdown follows at the end, and that's it. Fear Below isn't a bad film, but it's not one you'll be watching again anytime soon.
