Young Dee Renjie arrives in the capital of the empire to join the highest court as the chief magistrate of his region. He wants to be a prosecutor. Empress Wu, who is at the start of her reign, has tasked the fierce detective Yuchi to investigate a sea monster that stalks and infests the city at night. By coincidence, both Dee and Yuchi try to evict the dangerous creature when it attacks a ceremonial procession.
