"Corrupt police, drug crazed gangs, thieves, dope peddlers, hookers and their pimps - that's downtown L.A"

Janet Hamilton, a strict policewoman, is transferred to "The Sewer", an inner city area, to clean up everything there. None of her men actually join the mission. But then Sergeant Alan Benson is killed with no motive. Hamilton throws himself into the murder case.
