America during the Civil War. Allan Pinkerton (Christopher Reeve), founder and head of the Union's espionage service, is determined to stop any information leaking to the Rebels. He begins to question his ideals when he falls in love with Rose (Madolyn Smith Osborne), an aristocratic lady from the South who spy for the Confederates to protect her property.
