The unpopular US president manages to get the Senate to agree with him on the total dismantling of nuclear weapons, but the people are turning against the president. Colonel Jiggs Casey discovers that General Scott has no intention of delaying decommissioning and taking immediate action. Casey reveals the information to the president, sending the president into a web of intrigue.
