Conservative prison director Ben Rickey is brutally in charge of 'Folsom Prison' in California. He believes in the old, tough approach, rather than in reforms of the prison system. Rickey comes into conflict with his recent graduate assistant Mark Benson, who doesn't believe in his policies. Rickey, hoping Benson's alternative approach will end in disaster, authorizes him to make reforms. Manson's new methods are successful, until inmate Red Pardue is killed by a fellow inmate. Benson, however, blames Rickey for refusing to protect Pardue after reporting an attempted escape. Rickey wants to fire Manson and reinstate his concentration camp regime.
