To boost the economy, Denmark enacts a war law. Based on the fact that 20% of the Danish population uses 60% of the government budget, the government gives the military the power to identify and try this minority group of the population. The "losers", the drug users, the inactive, the alcoholic mothers, the abusive fathers, the elderly, the disabled, the profiteers of all kinds are in the firing line. In order to bring this project to a successful conclusion, a list of criteria, the so-called "Copenhagen criteria", is being drawn up. However, the military - assisted by parliamentarians - who are appointed to implement this list often misinterpret it...
