North America, 2053. The drive to achieve and individual distinction is out of the question. An electric headband that every resident is obliged to wear makes intelligent thinking impossible. Everyone is equal and mediocre, except Harrison. He is a brilliant and passionate young man, who is not influenced by the headband. The secret government, led by John Klaxon, decides to include Harrison in its ranks.
