"Thrills and chills and shivering shocks as a crazed scientist terrorizes the underworld!"
A group of European businessmen hire Sonya Rokoff (Luana Walters) to destroy Chinatown. She in turn hires the criminal mastermind Victor Poten (Bela Lugosi), who fulfills the assignment with such dedication that it terrifies even Sonya. Paws disguises his henchmen as Chinese mobsters who bring a crime wave across the city. When two reporters get to the bottom of the case, they inflict the wrath of Paws.
