Watchers Reborn plot
"Driven by instinct... destined for murder."
Detective Jack Murphy (Mark Hamill) and his partner investigate a gruesome murder of a security guard. When his partner is also murdered in the same strange way, some shadowy government agents come to take over the case. It turns out that two super-intelligent and psychically linked creatures - Einstein, a golden retriever, and The Outsider, a deformed monster who wants nothing more than to kill - have escaped after a fire in the laboratory. Detective Murphy gets help from Einstein and his trainer Dr. Grace Johnson (Lisa Wilcox) to stop The Outsider and prevent the government agents from covering up the case and getting everyone involved out of the way.

The fourth installment continues the downward trend in the series, although this is primarily because director John Carl Buechler presents roughly the exact same story as the second part without adding anything to it. By now, the world is so familiar (especially if you decide to watch all parts back-to-back) that it is barely inviting for the viewer to think along with the process. Moreover, the monster still looks appallingly bad, and the moments of excitement can be counted on one hand. What remains is the cute dog and the pleasant performance of Mark Hamill, who, however, doesn't seem to quite know where to get his inspiration from either.
