Maffia plot
Cigarette smuggling, combined with Sweden's high tobacco tax, allows a lone criminal visionary, Radovan 'Jakov' Jakovic, to completely change the boundaries of the Swedish underworld. Jakov faces a police officer, Gunn Thörngren, who sees what no one else sees, namely that the proceeds of cigarette smuggling will give rise to a whole new mafia in Sweden.
