In New York's 13th precinct, Inspector Theo Kojak has been appointed the head of the Manhattan South Investigation Department. This bald, well-dressed man is a special sight. Not least because of the lollipops he constantly has in his mouth. Kojak is incorruptible and he always delivers results. He is forgiven for giving his own twist to the rules.
