Grass Roots plot

The City Council of Arcadia Waters in Australia consists of local politicians who all have their own dreams and ambitions. To make it come true, they make shady deals and mainly pursue their own interests. Meanwhile, the officials of the municipality try to keep the corpses in the closet as much as possible.
