Pastor Frank Dowling solves murders and foils kidnappings and other crimes in Chicago in his spare time. He is helped in this by the young, street wise nun Sister Stephanie 'Steve' Oskowski. The bishop's representative Father Prestwick, however, constantly hinders them in this.
