The plots in Ludwig are wildly improbable, even by British 'murder-of-the-week' detective show standards. The premise, after all, is that same old "100-year soap opera where they're completely lost" classic: identical twins, one half imitating the other, and things only get more bizarre from there. David Mitchell can't act; he just does a version of himself. There's a humorous tone, but it's always a variation on the same "socially maladjusted man vs. a society he doesn't understand" gag. Gerran Howell can act, but here he's on autopilot, doing exactly the same thing he did in The Pitt, just without the American accent.
But Ludwig is also the Doritos (or other modern snack) of shows: it's not really good, but for some reason you keep watching. Snack TV made as addictive as possible in an English lab, or something.
