Texas, 1863. Texas Ranger Todd Croyden and Whitney Randolph, a Confederate spy, cross the border into Mexico to investigate the growing power struggle between French-backed Emperor Maximilian and Mexican-born Benito Juarez. In Mexico, Croyden and Randolph meet General Liguras, who is loyal to Juarez, and the attractive Madeline, daughter of the powerful and manipulative Basil Danzeeger. Croyden falls in love with Madeline, but soon comes into conflict with Danzeeger, who accuses him of having to choose sides between Maximilian and Juarez.
