Smoky Moore drives to Cheyenne to visit his foster father Sheriff Bill Hastings, whom he hasn't seen in 15 years. At night, Smoky catches corrupt mayor Dan Blodgett and Mort Saunders, head of the Cattleman's Association, robbing the local bank. However, both accuse Smoky of the crime and he is arrested. Smoky is rescued from prison by his friends Tom Cameron, aka 'The Lone Rider', and Fuzzy Jones. Weeks later, The Lone Rider, Fuzzy and Smoky return to Cheyenne incognito to take action against the corrupt city government.
