A small frontier town is terrorized by Phil Decker, a villainous villain who makes the neighborhood unsafe with his gang. The town's sheriff dies under dubious circumstances, after which Decker arranges for Reginald T. "Rags" Barnaby, the local drunk, to be named his successor. Decker thinks he has free rein this way, but the new sheriff enlists the help of Tom Destry, the son of a famous law enforcement officer.
