During the spring of 1833, American settlers in Texas revolted against the oppression of Mexican General Santa Anna. When a decree is issued to stop the arrival of more Americans, Wlliam H. Wharton, leader of the independence faction, warns Stephen F. Austin that it is time to take action against Santa Anna. Austin, responsible for bringing Americans into Texas, rejects actions. Austin persuades Wharton and his followers to sign a covenant to ensure the safety of the settlers. Dickinson, the largest landowner, then proposes to Wharton that Austin be sent to Santa Anna with the request that Texans have their own voice with their own government.
