The Windsor Protocol is a secret Nazi document containing all the names that are to shape the Fourth Reich. It's 1998 and the leader of the new Nazis, Heinzer, has the corrupt US Senator Hardy as his partner and straw. The plan is to make him president of America. Sean Dillon, a former IRA agent, is deployed by the British Secret Service to expose Hardy.
