Terminal City Ricochet plot

Sometime in the future, the world is dying and littered with litter. Rock music and guitars are banned and television is used to sell people even more junk. In Terminal City, the maniacal Ross Gilmore tries to be re-elected as mayor. Alex Stevens and some good citizens try to prevent this and come into conflict with the evil Bruce Coddle, agent of Gilmore's 'Social Peace Enforcement Unit'.
