A strange film - on the one hand a standard Cold War plot that wouldn't be out of place as an episode of Derrick, on the other hand a cast that an average director can only dream of. And despite the fact that the ratings are now quite high - still over 7 on imdb - Heynemann apparently didn't score well with it at the time, because he was allowed to do some TV series as a sequel.

Perhaps the biggest drawback is the plot. In itself it is largely quite credible, if you consider that 'in real life' not all secret services work as the Bond films would have us believe. But then again it does not make for a very exciting film. Unless perhaps you like actors like Noiret and Rochefort, then it is suddenly a completely different matter, and what is certainly right is the atmosphere that the film creates. Unprecedentedly strong, although that may also be due to Noiret who is as always unparalleled in his attitude, movement, behaviour and diction.

By the way, apparently based on a book, and apparently the ending was tweaked. Whether that was a good idea is an interesting question to which I can't find the answer right away - food for a nice discussion. It is certainly somewhat surprising.
