The near future. The SEA is a new organization that has power over North America. Uniformed but unrecognizable officers arrest anyone who commits a crime, even if it is something innocent. The punishment? Being executed in public. One day, Rhett and his sister Jean witness some shady practices that take place within the SEA. Shortly afterwards, merciless officers open the hunt for the two. Brother and sister will have to do everything they can to escape from them.
