The 12 Dogs of Christmas plot

It's almost Christmas, but for 12-year-old Emma O'Conner, that doesn't seem like a fun time. She no longer has a mother and her father is unemployed, so they are evicted from their home. Papa sees no option but to send his daughter to Aunt Delores. When Emma arrives there, it turns out that she is not welcome at all. Just like the dogs in the city, by the way. Mayor Nobel Doyle wants to introduce a law against dogs.
