Staryy Oryol plot

The Ossetian grandfather Batraz Zelimkhanovich lives alone in a mountain village. The new head of the local administration, Semyon, visits him to inform him of the decision to dissolve the village, because one person does not constitute an administrative unit. Semyon needs Batraz's written permission to move to the city, but the grandfather has no intention of going anywhere, although he does not understand how he can stop the administration's decision on his own.
