Mr. Selkie plot

Eileen and Jimmy have to look after the mayor's official chain for a while, but they lose it in the sea. Then suddenly a Selkie steps out of the sea. A Selkie is a seal that can take on a human form at full moon. mr. Selkie comes ashore to complain about the pollution of the world's oceans and promises to help the children if they help him tell the government to do something about the pollution.
