Ware Hitotsubu no Mugi Naredo plot

Japan, 1960. Sakata, a bureaucrat in the Ministry of Agriculture, is completely unaware of the polio epidemic sweeping the country. Coincidentally, he receives a call from a distraught mother whose daughter has contracted polio. Worried about his own children and shocked by the fact that the government is keeping the threat a secret, Sakata, along with some friends, begins collecting statistics and distributing information about the disease. Then he hears about an experimental Russian vaccine that could stop the epidemic.
