Wackersdorf plot

The district of Schwandorf in the Oberpfalz region in the 1980s. The Bavarian state government is secretly planning to build a nuclear factory. Hans Schuierer, head of the province, is attracted by the expected boost for the local economy. The only concerns about the planned nuclear facility are expressed by a handful of eccentrics that no one takes seriously. But when the Bavarian government ignores existing laws and uses brute force to crush an innocent public protest by a newly formed activist group, Hans has his first doubts.
